Eventually all that snowy biome you see will be replaced with ocean. I just don't have the time/patience to do it right now but it's on the chopping block. However in the meantime, I'm thinking about expanding Poppy Bay Southeast District using dredged soil. The S.E.D. is going to become the primary business district for Poppy Bay in the future. Central Poppy Bay will be primarily education, city services, tourism and shopping.
