Floating Ice???

I made a new world with no seeds and i spawned here.I spawned in a winter biome and found that there was no water under ice.....Is it a glitch??? Is jeb trolling???? Is it new??? Please Comment yiWvgjpg

It's either a glitch or.. Your texture pack makes water transparent
