Please note that I am not an owner myself, but I have been opped on quite a few servers.
Also, this is only like 30% how to make a good SERVER, it's how to manage it good as well.

How To Be a Good Server Owner
version 1.1

Table of contents:
1: Getting your server around
2: Rules
3: Staff
4: Regarding trollers
5: Website developing
6: Modpacks and stuff
7: The Key Rules

1: Getting your server around
Alright, so you have a server. But what good is it if people don't know it even EXISTS?
First of all, DO NOT go on some random server and spam "join this awesome <insert server type here> server the ip is <ip here>. This will get you banned from that server. Also, it makes you server look totally nooby and desperate. Instead, tell your real-life friends about it and put the server on advertising places like the site you're on right now!

2: Rules
OK, so you've gotta make up a good rulebook. A nice starter is "No hacking and no excessive swear words." Remember that kids will play on this server!
Also if it is not a factions or raiding server, "no griefing" is a good one. In case this rule is broken, remember to install a rollback plugin like Prism or LogBlock.
In short, make a nice, cool rulebook that fits your server most.

3: Staff
It's not easy to run a server all by yourself. You will need some help.

Now, remember that an application form on your site or server isn't always the best idea. People could lie about "being admin on 9001 servers" then start griefing and banning innocent people the moment you accept.
You should hand-pick your staff. Play often, and see how the players are doing. If there's a particular one doing very well, ask him if he wants to be mod/admin.

4: Regarding Trollers
Like to troll ZexyZek style on your own server? Rethink it. Trolling may make certain players ragequit permanently, even if you're planning to give everything back. If you really can't resist, remember to give back EVERYTHING, plus a diamond or two for compensation.

5: Website Development
All the
really popular servers have their websites. Why not you? A nice free maker is Enjin. Make an account (if you haven't already) and get a website on it. It's actually how I developed the site for my friend's upcoming server.
It can get pretty complicated however. You may want to watch a few tutorials on how to set up everything. You can even install the Enjin plugin on your Minecraft server in order to add donation stores and stuff to it.
THERE'S MORE THAN ONE WAY TO MAKE A SITE, but this is just the way most people use. There are many more ways out there, so good luck finding the one fitting you the best!

6. Modpacks and stuff
Don't ask me why, but a lot of people seem to like modded servers with amazing plugins and stuf
f. If you're planning on making a Feed the Beast server, make sure it's a good pack that lots of people love (including you of course!) Also, making plugins can be very hard work, so you may want to hire someone off the forums. Try to make them original as possible, like being able to hunt down chests underground, or pigs becoming hostile. Do not just cut to the chase and Bukkitify the server if you want it to be #1. Remember, hard work = epic reward!

7. The Key rules
Yeah I know I should have saved this for #1, but I couldn't think of this until now.
So anyway,  you have to make players like your server. Make them want to play on it and even donate. To do this, use the techniques I listed above if you can.
Also, YOU should be enjoying the process too. Have fun owning this amazing server and play it yourself.
A good owner follows his own rules. Just because you're the awesome leader doesn't mean you can start griefing and cussing. That will convince players that you supposedly suck, and they may leave forever.

Last but not least, I highly recommend professionally stating your server adverts. List the type of server it is, the core plugins it has, and tell them the basics. Don't just put "hi guys this is a <insert server type here> server and we are kewl so join now the ip is n00bminecraft.derp!" That will make players stay away. Note that the IP I just put is fake so don't get too upset mods and reporters.

That's all for now! 1.2  will be the last update, and it is coming within a few days!

If you're still looking for coders, the best place to look (if it's for a plugin) is the Bukkit forums.

I'm afraid not, you should make a forum post saying you're hiring.

The key thing is that Players enjoy your Server. If they don't, they won't play. Also I recommend putting how Modded/Mod Pack Servers are usually more popular.
