How to [Easily] enforce your servers rules

Maybe you own a server and have trouble enforcing the rules. People grief, use mods, or say things that break the rules of the server. Well, I might be able to help you with these few simple steps...

STEP 1: Do you have a plain board with rules on it? Ha! You think people are going to read those, no! You should have a tutorial; a plaza for new members to read the rules. When they are done, they can either take a test on the rules or just flat out start playing on your server, really, it's all up to you. For example, say my server has three rules: No griefing, no stealing, and no using unauthorized mods. I would probably make a room for each of them, with multiple signs, each on a mini-board of sorts. At the end, I would have a quick recap, then have it teleport them to the official spawn. See? Simple.

STEP 2: Is your staff disrespectful or lazy? If they are, you might want to rethink your choice of staff members. You want reliable, trustworthy staff that you can count on to keep your server [safe]. Try to stay away from staff applications, and instead, have an apprentice rank. This rank would be for members worthy of the staff rank. Observe how they use their authority to enforce the rules, then give them the rank you think they deserve (Trusted, Mod, Admin etc.). If they abuse their authority, don't give them anything. Also, make sure your staff aren't any trouble with the members.

STEP 3: Punish any rule breakers. You know, hit 'em with the old ban hammer or maybe just kick them. After all, you can't just let them get away with a warning! For example, if they grief, Temp Ban, then ban if they continue. If they use mods, Ban. Maybe if they just say 'This server sucks!' a kick or two. Also, another effective punishment is jailing. Build a jail with cells for rule breakers, but make sure they have food and can't escape with /spawn or /home. Even better, if they just grief or steal (Something semi-bad), put them on a customized prison. You know, like a prison server. Fun, frustrating, yet still punishment. Also, (And this can go along with step 2) make sure that you don't give low ranked staff the ability to jail or ban, save that for admins.

STEP 4: Make sure you have a system of reporting. Maybe it's a command or forum that members can refer to if they have been griefed or robbed. Staff would be able to look into the problem, catch the culprit, and even more important, restore all harm done.
