Here's a tutorial on how to make 3D skin images. It only requires 2 things, the ability to read, and the Minecraft Skin Viewer (not the extended one!!!, it's mainly for mobs and you can't change Steve's skin), lets call it MSV.

This is useful for profile pictures, banners, etc. Share it with your friends :)

You will need:
Minecraft Skin Viewer

Step 1: Open MSV

Step 2: Type in the name of your Minecraft character and click show skin

Step 3: Choose a position from the positions menu on the left. you can move around parts of his body with your mouse to suit yourself.

Step 4: Right-click the background > Save Image As > Name the image > Choose location > Save.

For the animation and background toolbars, right-click the background > Toolbars > Animation / Background. Now you can make you skin move while in the viewer and chose a background from the menu.

Oh, have you opened the toolbar for the "File:" toolbar? If not, look at image 3. If this doesn't help, I don't know what to tell you. Do you use a Windows or Mac operating system?

I do not see the "File" Thing you're talkin' 'bout, but all I have to say after this is that I use Windows.
