i never see noise added to skin some do but most dont it doesn't hurt to add noise even a little some skins dont need it but some do and about 95%of skins that would obviusly look better with it dont so what do you think should skins have noise what % of noise do you use when you use it which do you think is a good amount i just keep it at 50 had to make it 350 characters so this was added

I max it out at 100% >=D

Then I go into a photo/picture editing program such as PaintShop or PhotoShop and fix it up in there by softening it up a bit. Most of the times I'll take the plain image and put it as one layer, then take the 100% noise version and put it on a second layer on top of it and make it 50% transparent (or whatever transparency settings looks best for that particular image).

And for the most part, I don't use the noise for the entire skin, just some parts. The rest is click by click pixel by pixel.

Yeah, paint.net should work fine for that. Anything with layers and transparency settings.
