So to set up partical effects I use a scoreboard.
So you need a command block and type:
/particle (PARTICLE TYPE) (CORDINATES) (SIZE EX: 1 1 1) 0.05 (HOW MANY TIMES YOUR WANT THE PARTICLE TO HAPPEN)


For example: particle cloud 45 124 9203 5 5 5 0.05 100
