I make a lot of rainbow hair and thought I'd make a tutorial :D I use the Skindex to make my skins.

Step 1 - Grey Guides (Optional)
Using your OWN shading style, do the complete hair base in grey like so:
Step 2 - Adding color to the head
It's not as hard as it looks - just change the color a little bit for every vertical line in pixels.
Step 2 Tips
I try not to dwell too long on orange, yellow and green when doing dull colors.
Make the purple and indigo a bit duller than the rest if you can still blend them smoothly.
Always make touch-ups by lightening or darkening pixels wherever you think it's needed.

Step 3 - Adding color to the front of the head
pretty simple to grasp so I'll just use pictures:
Step 4 - Adding color to the top and bottom of the head (Hardest - cheat the by wearing a hat or hoodie lol)
1- go around the top of the head, matching every pixel on the border to its conjoining pixel on the side of the head. I've made the grey guides contrast more with the colors to make it easier to see,
2. go in two pixel from each CORNER. Make sure to make them lighter / darker according to your guides.
3. go in another pixel k
4. using the color on either side of the CORNER pixels, go in one pixel to match with the CORNER pixels.
5. Then, go in two pixels with each of the MIDDLE pixels (I suck at explaining please try and guess what I mean)
6. keep going with this pattern..? Your guess is as good as mine.
7. This is difficult and can take a while to get the hang of, but just blend the colors as much as you can
8. The bottom of the head is the same idea, but you can be more lazy about it :T

Step 5 - Color the front :D
Color the front of the hair using the same colors from the sides of the head.

If you're using duller colors (like me) try NOT to make the tips of the hair end in yellow, orange or green.
