Title says it all. To make a shrunk zombie pigman, copy and paste this command:
/summon PigZombie ~ ~ ~ {IsBaby:1,IsVillager:1}
Now you should have this:
The reason it has no skull is because it is part Villager. If you were to do /summon PigZombie ~ ~ ~ {IsVillager:1} you would get a regular-sized pigman with no skull.
