So, there is one apparent inconsistency with all datapacks. That is CUSTOM BLOCK PLACEMENT. So I'm gonna list the type of placements in top to bottom (first/worst to last/best) to ensure you (imagine you're a datapack creator) know which method to use, and so that we can set a consistent placement method in datapacks. Lets get started:

Ray Casting: USELESS! NEXT!

Dropping Items
Good grief this is the WORST usable placement system ever! Yes, it works with tools with custom items, and you don't have to replace anything, but ITS SO INACCURATE and has VERY SMALL RANGE OF PLACEMENT.

Player Heads
Player heads are stackable, and can go directional, but they can't be placed on the bottom of blocks. So overall, I'd say this works ok for small decoration blocks.

(Area Effect Clouds/Armor Stands)/Shulker Eggs
Spawn Eggs are the BEST method from my perspective. They're stackable, direction friendly, always centered when used, (edit) can have lots of textures, and can contain a ton of custom items. Only drawback is there may be problems when using more than one datapack.

As for the custom block textures themselves, you can either use a resource pack, or armor stands.

(edit) Armor Stands For Custom Blocks.
If your datapack isn't intended to have a lot of custom blocks in someone's world, it'll work. Otherwise, its plausible. The lag depends on how many armor stands you're using for every block.
