This Is Braking-Heads v220511.
This Brakes the Heads of Tools and Not the Stick.
When a Tool Brakes, You're Left With a Stick.
Wooden tools and Netherite completely break (no stick left).
Have NOT tested in Multiplayer, so please leave feedback.

instead, how about case of Fishing Rod? it need 3 stick when crafting, so left with 1 stick will be fair enough.
I'll add it for next update
