Chunk Loader Online
With Chunk Loader Online you can force selected chunks to be loaded when you are in the game.
Features:
- works in singleplayer
- works in multiplayer
- one menu to access everything
- add & remove chunk loads with ease
- set Hard limit for chunk loading (both for each player and total)
- offline players chunks are unloaded, freeing up the server load (checks every 10 seconds), can be configured
- will periodically retry to load chunks that could not get loaded because of the limit

| show list of loaded chunks |
| add chunk load at your position |
| remove this chunk load |
| remove all claimed chunk loads |
Admin Menu:
| shows you: chunks loaded / max limit |
| bring up the scoreboard of who is loading how many chunks (info. many players can own the same chunk) |
| set chunk loading limit for: everyone on default, per player, Total |
| pause any more loading till reload |
| Unload offline chunks 0: always, 1: when .maxLimit reached, n: n Limit reached |
| unload all currently loaded chunks |
| unload & unclaim all claimed chunks from everyone |

run /scoreboard players set #unloadOnlyOnLimit f77_ChunkLimit 1
So unfortunately no there is No option to disable the check for online/offline players.
However there is different ChunkLoading datapack that loads chunks using some fuel/h
Edit: i had to post a comment here because the post for the xp orb stacker has comments disabled.
However if you are playing on minecraft 1.17+ Exp Orbs are more optimized by default, consider not adding that datapack as more active datapacks will lower server performance
