This datapack enables a saddle with the frost walker enchantment to work for a horse. Since you can't enchant saddles, how the player gets the item is up to you - I've included a 'give' command that will give the player a nice set of leather, but you can create your own.

It's really annoying that horses bucks the player when on the water.
