You can look inside the code and copy anything. A Shulker bullet has a UUID of a mob that it chases. I used the /data modify command to change this UUID to target the closest entity near the player (excluding certain types of entities like items or other Shulker bullets). There was also some sort of energy data that I had to modify to make the bullet keep chasing things for a while.
