This is really easy to do with just three command blocks.

One to turn the player invisible without particles,

One to spawn a creeper without AI,

and one repeating command block to teleport the creeper to the player.

If you're going to make it a one-button push that works for any player, you might want to add a fourth command block that tags the player, then use that tag to address all the other commands.

No its More Complicate that you think
I need to disable the Collision for the Creeper
Also the Creeper can not be used because
he has 2 Blocks high and you can hit anything or break any Blocks
when the Creeper is Teleported to You
