The greenlight system is put into place for low-level users as a means of assessing the content they wish to post so that we don't have people posting things such as spam material, viruses, or inappropriate content. These are manually reviewed by moderators, so the time it may take for a submission to pass/fail a greenlight can completely depend on availability. Sometimes a submission may be greenlit in a matter of minutes, sometimes it may be a matter of hours. Hope this helps! 👍
To further clarify on this: greenlights go all the way until level 5, meaning that a user must reach level 6 before they are allowed to submit texture packs/mods/etc. without the greenlight process.
