Mobs that can't naturally breed/duplicate will rarely and randomly lay their spawn eggs, if you're in creative, these will work as normal spawn eggs, but in survival/adventure:
Using these spawn eggs will place the egg down, and it will take a long time to hatch, but it can be sped up by keeping it in the light, and putting it in an unlit campfire (bc it looks like a nest)
When they eventually hatch, they will remain loyal to the first player they see, being unable to attack them ever.

In other words, either trap it in a room with hoppers for a long time, or run the command " /execute as @e[type=MOBNAMEGOESHERE] at @s run function mobeggs:egglay "
