A very simple datapack that allows crafting of shulker shells via phantom membrane. Since aquiring a total of 10 phatom membrane can definitely be difficult, going to the end cities for shulker shells should objectively still be a better way of obtaining shulkers.

This should be useful for smps that choose to lock off the end for some time or dealing with issues with shulker shortages.
