I wanted to build a TV out of redstone but all that I could find were slider tvs and giant ones. Do you have any ideas?

It's impossible to make a good animated TV in survival that is small in size.
You're better off making your own resource pack for that.

With command blocks you could make every frame for a movie and make clone commands that execute one after another but you would need a REALLY good computer lol

You can make the screen any size you wish, but the idea is that each frame is pre-made in the back, but the lines are off. The button creates a short pulse that turns the lines on in order, allowing certain pixels to be turned on. The pulse then moves down the lines, turning on each frame as it goes by.

I don't think that's possible in survival unless there are only like 2 frames...

I mean one that is possible in survival but not 2x2. I'm thinking at least 4x4 and max 20x20.

What exactly do you want this TV to do, and how in depth do you want to go? Assuming you want to use command blocks, you could easily make a short video with /clone, just build each frame somewhere behind the screen and put a different one into the frame every couple ticks.

Generates a layout of maps for an image, then set it to change ever .x seconds.
