How do I make and use custom capes?

Java Edition, 1.17.1. I want to make a custom cape and use it in-game, on a server. How?

You could use Minecraft Capes Mod for fabric or forge and make your own cape using the editor, This cape will only be visible to other users of the mod and is free

Alternatively, Optifine has a capes feature but this is paid and can only be accessed if you donate to Optifine (around $10 I think). This cape will only be visible to other Optifine users (which are obviously more than users of the capes mod) and runs via banner designs
