How to get a resource pack from a server

Ive been trying to get a resource pack from a server and edit it (not for distribution) And I rename it to have a .zip extension but I can't unzip it. And if I do manage to do it, the file is empty but it's still 7,726KB. How do I do it?
Ive tried looking for videos but they are outdated
I've tried looking throught other places but they don't work

More than likely they have anti-theft in place to some degree. As a resource pack creator myself its kind of nice to see this, as server stuff gets stolen often.. however I understand you want it for personal use. Unfortunately, if they have a plugin blocking it there is not much you can do.
To add onto this as well, be very careful when servers use anti-theft measures as opening those files could cause damage to your drive. Such as this 
You could ask the owner of the server for permission to edit the file, other than that it'd just be a case of respecting their decision to protect their assets

As a resource pack creator, I am all for anti-theft.. but that is a little over the top lol
