So a few days I wanted to reset my laptop and I could not find anything about dells that was compatible to what I was seeing so I put in my CD copy of windows 7 installed it and now my laptop no matter what resolution I set it up looks like a 10 year old monitor is there anyway to boot it back as it used to be not with settins or hard drive data just so it doesn't look like vista and windows 7 together

I'm afraid that is impossible unless you bring it to a professional at Microsoft or Dell. You might get lucky that way. They will probably also refund your disk with a new one.
You can resort to a backup if you had one, but to fix the resolution it sounds like you need to update the video drivers. Either go to device manager and have it automatically look for it or you can manly search online.

Do you have a CD Drive? Just get a disc with drivers on it.
Nope I checked the box I always keep those things I couldn't find anything in there except for "dell customer support"

You probably just need to update the graphics drivers/reinstall them. I would go with reinstall.

You probably don't have to get them from dell. Find out what graphics your computer uses then download it from their website. Most likely some sort of Nvidia card, because that's common in laptops other than intergrated graphics.
The problem is none of your drivers are installed. Depending on the age of the laptop, it will either be ridiculously hard or completely impossible to get all the drivers required for your laptop to run properly again.

If you still have the operating system disk and activation code you can re install the operating system. That should have the basic drivers to run USBs and possibly the internet card
I just have windows 7 home premium disk the laptop didn't come with a disk for such needs

I have had this same problem before with an old dell I was bringing back to life. It couldn't connect to the internet and the optical dive didn't work. I had to use a external USB optical drive, re-installed the operating system, then used a USB to transfer drivers. The only other way I can see to fix it is to get some sort of disc (used or not used) and add the drivers to it. That, or add another hard drive with a OS installed.
I installed the drivers on an old home movie disk lol luckily it had 4gbs
