So the RAM I've got at 1.65v and 1600Mhz might only be running at 1333 Mhz because Haswell recommends 1.5, but in CPU-Z, it tells me 1600. If I read right it will be okay to increase the voltage supplied, but I think it will be better to purchase some 1866 memory at 1.5v instead. I've also heard that Haswell benefits from RAM at 1866+, much more so than 1600. Opinions?

What is happening is you are using a Kit Rated for 1600Mhz and that is what CPU-Z says, to fix this your going to have to go into your RAM timings on the BIOS/UEFI and make them to 1600Mhz AUTO (if there is not AUTO avalible get your rams Latency numbers CL9 usualy is: 9-9-9-24) and then save settings also you might have to raise the Memory Voltage to 1.65
