Well, In Minecraft I reckon their should be a, Grappling Hook. And with this Grappling Hook you can shoot it, lets say 25 blocks maximum height and 2 blocks minimum height.
And when the Hook touches the block its shot at, it will take you to it. Uses for this mod could be, 1: You find yourself stuck in a big hole/cave and you have no ladders, you could get the Grappling Hook out and use it to free yourself, from the hole/cave. 2: you want to get on top of a building, you will do same as 1 and Grapple your self up.
Crafting this Grappling Hook would be easy, You only need 3 iron ingots, 1 string and 1 dispenser. The Grappling Hook should only be one time usage: here is an example of what the Recipe should look like.


The Iron Ingots act as the hook, the string as the line, and the Despenser as the gun.
