Here is two possible answers with their own outcomes. Hope this helps.
1. I have a server and wish to promote it.
Simply just create a new post with pictures and information about your server. Very simple way.
2. I don't have a server.
You can buy or host a server, but remember you may find this difficult. Then you can do number one once you're ready.

Why not just join a pre-existing server?
You can't make servers here, you can only post already-created ones to further advertise and expand your server.
