End World
Hello. I have a 1.12 spigot minecraft server. I was wondering if it is possible to make a space world, without all of the end cities and islands. Basically, I want a pre-1.9 version of the end without the infinite generating islands. I have multiverse as a plugin to make the worlds.

Our SkyBlock spawn world was created with the same cleanroom generator and WE + FAWE works fine....not sure why the server is requiring you to restart. (you can try leaving the world for 20 seconds or so to let the chunks unload, then return)
Nope. It works in a normal void world but not in an end or nether one
Use the Cleanroom Generator for Multiverse. https://dev.bukkit.org/projects/cleanroomgenerator it's old, but it still works! (my server is 1.11.2)
Use the command: "/mvcreate <world name you want> end -g CleanroomGenerator:. " (the colon and period are required!! After creation, use /mv tp <world name you chose> then /mvconfirm. Grab a sword and type /enchant sharp 3000 (will takeout the E.Dragon in 1-2 hits, assuming you have unsafe enchants set to true in the Essentials config)
Ensure you are flying before using /mv tp <world name you chose>

Good news: It worked!!!
Bad news: Worldedit doesnt work. The edits only show after I restart the server. Im using FastAsyncWorldEdit with worldedit. Help plsss

You can create a pre-1.9 end in singleplayer, then copy the world file, and put it into your 1.12 server. Use WorldEdit and select everything, and delete it.
This worked at first, then when I went outside the chunks I have already loaded it started generating the end cities again.
I can't be sure this is possible. I'm staff on a server that had a pre-1.9 End world, and when the server got updated to 1.9+, we were using the same End world when the cities for us were automatically generated.
