It's difficult to be sure based on the very limited info you've provided, however it would seem that the users.yml file, located at plugins/GroupManager/worlds/world/ is incorrect.
The chances are you've spaced things incorrectly mixed up the syntax in some way.
I'd recommend using http://yaml-online-parser.appspot.com/ to check your config files after each edit you make. That way you can easily identify mistakes and correct them.
