How to Stop Client Mods
I need help on how to stop people from flying, X-ray, etc.

You can't stop all mods.
For example, you can't block players from using optifine.
But there's several plugins that can block the use of them, so they are pretty useless.
A plugin that prevents things like flying, nuker etc. is NoCheatPlus, and another that blocks x-ray is orebfuscator.
