Low FPS and lag on high end computer

Hi, I recently bought a new custom build gaming computer with a AMD Ryzen 5950x CPU and an ASUS TUF 3090 GPU. When I got this computer, I thought it would have no trouble running Minecraft, but when I booted up the game, I found that I was wrong.
(All examples are with Optifine installed)
When loading into a world, I noticed that the cursor heavily lagged a few seconds before entering the world. When I enter the world, I average around 80-100 FPS, but it commonly dips lower than that down into the 20s and sometimes it just hangs for a few seconds and then it reports 0 FPS.
I thought that I would be able to get a frame rate over 200 and maybe even in the 1000s with this computer, but this seems to be wrong. I am interested in , modding and the shader pack SEUS PTGI, both of which would decrease performance, so I would like to have good initial performance so I can use mods and shaders and still maintain a reasonable frame rate.

I have a much worser PC than than and in a normal world i can get up to 350 fps.
This is most likely a problem with the settings, such as the video settings, or with some minecraft JVM arguments in the launcher.
What are your video settings and JVM arguments?

-Xmx20G -XX:+UnlockExperimentalVMOptions -XX:+UseG1GC -XX:G1NewSizePercent=20 -XX:G1ReservePercent=20 -XX:MaxGCPauseMillis=50 -XX:G1HeapRegionSize=32M

Video settings are:
Graphics: Fabulous!
Smooth Lighting: Maximum
Smooth Lighting Level: 100%
GUI Scale: Auto
Brightness: Bright
Dynamic Lights: Off
Render Distance: 64 Chunks
Max Framerate: Unlimited
View Bobbing: On
Entity Shadows: On
Attack Indicator: Crosshair
Dynamic FOV: On

There were a few more options in some other sub-folders, do you need those as well? Many thanks!

There's your problem. Minecraft cannot handle anything more than 4gb (for vanilla and 4-8gb depending on how modded it is).
Anything above 4gb of RAM allocation will make your game confused with all the extra ram and will lag the game. The more unused ram, the more heavier the lag gets.

As chickenmac says, make the game only use 2-4gb of RAM for starters.
You may also need to add an "Xms" argument as that means minecraft starts at that amount of RAM. e.g. "Xms2G"

Try using 2-8GB in -Xmx. If that doesn't work try a fresh install of Minecraft

EDIT: Also I'm realizing you have it set to 64 chunks, might want to back that off. I have a 3600X + 5700 XT at 1440p, and when I have a full 64 chunks rendered I get about 27 frames (plus OptiFine settings). 24 chunks I sit at 198 same spot.

Try lowering your chunks to 24-32 or something

It seems to run fine at 16, but 32 still gives issues
