Not enough items 1.7.10 not working

In the game in mod options it says Test 1 test 2. In the main menu it says No plugins installed I can't configure it or disable it. The other mods and all else run fine besides for Not enough items. The modpack has around 80 mods, It runs smoothly but doesn't have NEI working. I have tried changing configs to another modpacks (copy and pasting already done config for it) and it doesn't change a thing. I've tried moving the core, lib, all around and it does nothing. Ive reinstalled it many times and still does not work correctly.
Someone please help I spent a ton of time fixing Id's for this pack to work.
