The only permission node that allows people to build on others plots is:
Unless he has given players plotme.* or the other listed permission node, the players cannot build on other players plots.

As said above it's most likely a permissions issue.
Any group that has the permission node "flags.bypass" will be able to access anyone plots. Check your permission file and look for that node.

Uh, i believe WorldGuard is required, and WorldGuard requires WorldEdit. Do you have both of these installed?
Those are not required. It is probably due to a permissions mistake.
