RAM vs CPU
Hello there, I am planning to build a minecraft sever. Right now I am using a low end 2GHz single core sever with 615 MB ram running 2012 windows server edition. I am running vanilla 1.6.4 right now just so I can build with my friends but I am planning to build a forge minecraft server with mods such as IC2 BC and chicken bones mod around 20+ mods? Should I go with 2x1 core CPU 3.7 GB RAM or 5x2core CPU with only 1.7 GB RAM?

I'd take the Ram Option, even with 3.7GB there's a chance ull have a hard time. I don't think 1.7 GB of ram would be enough for what you are looking towards building
CPU is used to run the server at faster speeds. Ram is to give it enough memory To run efficiently for a long time before restarting. I'd upgrade CPU if the server lags a lot and ram if it crashes often due yo not enough memory.
The CPU usage of Minecraft isn't that heavy. If you want a super heavy server, a good idea to get the RAM for now. You're below the average anyways, my laptop at the moment is old and has 2gb of RAM. AND it still has problems with stuff, such as hosting a server and browsing the internet at the same time.
*EDIT* Sorry, didn't read your post carefully. But I still say take the first option. Allocating a healthy amount of RAM for a mod-ridden server will get you almost no lag, and make everybody's lives easier.
