Well honestly, I'm not sure. But in every case I can recall while using Permissions 3, if I try to load the new files with either /reload or /reload all, the permissions files "undo" the changes. It may be something stupid to do with my specific setup, but in each case it seems to do just that.

And I have heard that Essentials Chat is likely the least effective chat plugin (of the ones mentioned here), but it usually works well for me. Changing to another chat plugin will probably fix the issue, since everything else appears to be the way it should be.

Various options available to you, personally I always found essentials chat just didn't really work very well. ichat and mchat are available to you. Personally I recommend HeroChat, it also allows you to create local/global channels which is really useful.

still didnt work so its got to be the essentials chat.

Then it should work if you copy the groups and users files into both the <worldname> and <worldname>_nether (or whatever else your netherworld is called) folders.

and only worlds i got is nether and regular

If there aren't any errors, you have those plugins, and your code looks like what's above, I'm stuck...
Is your server a multi-world server? If so, (or maybe if not) make sure the group and user files you are changing are in the proper world folder (it has the same name as your world).

That really looks like it should be working...
Check for errors in your console, especially if they are related to Essentials or Permissions, and if you don't have regular Essentials, you may need to get it.
Also note that this only changes the color of the display name, not the chat text.
And just in case you didn't know, &2 is green, so if your displayname is green when you type, it works.

EDIT: You changed the code on me, so the green part isn't really relevant, but the rest still applies, I think.

YAML files are "space-sensitive" (it's really annoying). So you have to use the right amount of spaces with each step down the hierarchy.

If you use Notepad ++ and change the settings to tabs are spaces, it will make things easier, but it isn't needed.

If you setup Permissions correctly (using spaces, not tabs and using ' ' around each prefix and suffix) it should work properly. If you are just using colors, make sure you're using the right &s, which can be found here: https://minepedia.net/colorguide.php

If you put prefixes/suffixes on groups that nobody is joined in, well then you won't be able to see any changes. But it sounds like it should be working.

You have to have a chat plugin like Essentials Chat, iChat, or something like that. Permissions doesn't change the chat at all by itself.
