Towny - Default players can build/destroy in any town.

So I was on my server, and apparently Default players can break and build in any Town even though it's claimed.

I think it's something to do with the permissions.

I got rid of build.* and essentials.build.*, but I gave them these perms instead since groups can't build or destroy anything no matter what, if they don't have these perms:
Without those perms you mentioned they can still build/destroy inside of the town, do I need to list my listener priority of my plugins, and if so how?

Those permission nodes look fishy. I'm not personally aware of the listener priority of any of your plugins, but I would go through and see if one of them isn't granting blanket build permissions.
If you don't need to grant a permission node, then simply don't.
