TPS Issues

My server is hosted by a company called FadeHost. We have the 3gb package. With just 10 players on, the server TPS is just 10. How come it is so low and how do I fix it?

its maybe because you use to much plugins or some of them are unstable
On top of what DtigerCSK said, How many plugins do you have? What plugins are you running? How many maps are you running and how big are they? Does your console produce error during game play or on start up?
