I know a way I could simulate 1.18 caves in 1.16.5
would it be worth my time to like- make a datapack of that
or would it be a waste of my time?

Despite how dumb working on it probably sounds- I've decided that- I will try and make it happen.
Please do it, that would be amazing
At this point as the pre release was sent out today, it would kind of be useless to do 1.16, could you like change the 1.18 data pack to work on like spigot servers running 1.17 instead of snapshots?

And- I've actually been thinking of making a mod that is supposed to emulate an update. but that'd require a lot of planning as it'd be mojang style.

if you didnt know caves and cliffs is being split into two update releases
one early this summer, probably within a month or two
and the other sometime during the holiday season, so like november-december

1.13 was split into 2 parts on bedrock edition. that all operated under 1.13 as a name.

Well, I'll use a system I've thought of, That I call IMPACT Cave generation.
basically, the caves will use a village based generation system. (segments)
I'll take 50 segments based off real 1.17 preview caves, and put them all in the datapack.
I then disable all vanilla caves (except maybe ravines because I can't do that) and voila we've got a near perfect gen system.
You can see an example in my datapack, Lushnabler by going to see the 'Ice Caves' I've made.
However, Ice caves are prebuilt. Caves in the 1.16 datapack would just be air.
