[HELP] Making an Item CONSUMABLE with right click.

Hey,
I have been wondering if its possible to make items that gives you buffs when right click consumable in Vanilla minecraft.
I would also like to know if its possible to make a bagpack in vanilla minecraft.
(The reason i want to make this its because im making an anime server so i would like to change the texture of some blocks so i could have some more food on server or people can have a bagpack or buff items etc...)
