Mod Idea, do this and I'll bake you cookies ;)
Okay so Im running on an 5 year old laptop and an out dated graphics card. So I can't run 1.75. And being that I am a college student, a new laptop is out of the question. I mean I can still run 1.72. But my friends are on 1.75
So what I propose all you mod creators do is to come up with a mod that will fool java into thinking you got a better graphics card.
You'll make a lot of people happy. And i'll bake you cookies. (make it for forge please)

Ok, no.
Java cannot do anything outside of the JVM (Java Virtual Machine), mainly for security reasons. Therefor, it is impossible to 'trick' minecraft into thinking you have a good graphics card. Anyhow, it isn't even Minecraft that detects what graphics card you have, it is a little add-on library made in java, for making games.
It is called LWJGL, it is what is used by many games that require/use OpenGL, such as Minecraft.
So, for now, the answer is no. Sorry.

Keep in mind minecraft is very CPU-RAM bound, which is a common problem for people with budget chipsets but ~$200 GPUs, so yeah, I don't think this is possible, the devs considered switching to C+++ to help with performance, but that would have wiped out the modding community, so yeah, even if there was something to do that, it would either be very minimal or probably not worth angering the entire community over.
assuming your laptop is worth ~500-700, you could probably just build a desktop and it will run minecraft like a champ. That is, assuming portability isn't a concern, otherwise, welp.

My laptop is probably worth 100 bucks. Back when MW2 came out i messed it up bad.

This is impossible, if this even works, your computer may as well become unstable and stop working.
It's not that java that does not support the older things, it's the graphics drivers that java uses that are newer, and older computers can't run. OpenGL is the library that I believe it uses.
Ones does not simply fool the Java, with Java it's self...

This cannot be done with mods. Mods don't interact with your system in such a way that they could "fool" Java, which is the platform they run on. The limitations are still on the hardware (your graphics card) and not on the software (Java) so attempting to trick the software would most likely just lead to crashes or wouldn't work at all.
I don't think this is possible...
