You are strictly not permitted to include these mods in Public Packs. The only exceptions to this rule are packs by the FTB Team, AMCO Team, MineUK network, Resonant Rise team, Back To The Core team and the Mc-Reborn team, as long as they remain easily reachable. For Resonant Rise and Back To The Core, you have permission to include it, as long as the intended Minecraft version it works for is Minecraft 1.6.4. For Public FTB Packs, you have permission to include it, as long as the FTB Team has permission to use the mod in their own packs, and the intended Minecraft version it works for is Minecraft 1.6.4 or earlier. For Private FTB Packs, you have permission to include it, as long as the FTB Team has permission to use the mod in their own packs. Should permissions for the FTB Team be revoked at any time, permission for FTB Packs becomes invalid immediately. Do not ask why, it is my decision (of which reasons are known by few) to do so, and it is final. Config packs (where only the mod configs are included) and Private Server Packs (where the mod is included for people joining a private [invite only] server) are fine.
