Need help setting a cooldown for /repair, /feed and /heal

Is there a perm/command for essentials in bukkit to have a cooldown for the commands /heal /repair and /feed. I need them for my donator ranks on my server. Thanks!

The cool down for /heal is in the essentials config, but I'm not sure about the others.
