You could also try out other things.
If you're using factions, enable economy and set the prices you want per claim.
If you're using towny, set the cost per claim as well.
You could also look at the LandLord plugin, but I don't know if it is compatible with economy.

If you have WorldGuard you can use SignShop to make a custom sign that takes money from the player and adds them as a member for a specific WorldGuard Region.
It's not specifically made to do this, but it's highly customizable and thus a pretty good plugin to have in general.
You can also use BuyLand, but that's only for 1.7 I believe.
