I will swear by CoreProtect (not really a grief prevention plugin, more a grief fixing plugin). MCMMO is good (if I'm understanding what you mean by "level up"), and I haven't used any shopkeep plugins before. EssentialsX has built in economy stuff though if that would help.

I love it so much. Been using it religiously on any server I admin/mod for about 7 years now. I especially love how nice and easy it is to learn.
I've never personally had to do so but have a friend that had to undo a mass attack and said it was his savior. He still finds little things placed every now and then lol twas an unhappy staffer as I understand it.
That's an unfortunate thing to have to deal with... Never had any mass attacks that I've needed to fix before, mostly little things.
I use GriefPrevention, WorldGuard, EssentialsX, Villager Market.
