It's nowhere near as good, but just so you can see.... You Americans are lucky!! I have to pay MUCH more to have a good PC than you do :/

GTX 970's are so damn good and cheap, check out the Windforce G1 versions. Why do you even need 16GB memory? Are you going to be doing video editing in After Effects?
His budget is 1.7k, that passes into the region of 16gb of ram. Also, why not?
Plus, the cost of 16 GB of RAM is close to how low it was when I got mine (for $130).
This is much better than the computer you have in the OP.
You could save some money and get one 980 instead of two 970s, but the computer in the OP has SLI, so I included it. Using one 980 also lets you switch to a $50 PSU (corsair CX600M), saving you even more money.

Depending on what he's doing, I'd add more RAM.
I prefer sticking 16 GB of RAM in systems over $1000, but the two 970s killed that chance. If the OP doesn't care about SLI, I'll switch to one 980, a CX600M, and add more RAM.
