I cant change my skin

so i change it on minecraft.net, then i log on and my skin is the default steve! why wont it let me change my skin?!

I believe this is a bug with the 1.3.1 update. Check here for the current known bugs of the latest update.

Sometimes you just have to wait a bit for it to work. Maybe it's your texture pack.
