Chat Timer/Stop watch

I've grown tired of having to keep track of when a user last posted an advertisement link and I'm sure other mods have too I'm sure people would appreciate a timer for them as well. Thus I prompt that Paril adds some sort of on screen clock, timer, thing to help keep track of timings for users.
That or restrict how many PMC links are sent?

Good idea but....then there would be no point on having chat mod. I think they do a good job. Plus also the normals point out the 15 mins rule to others so i really see no need tell me if i am wrong
