If you have to worry about money to get something of a certain quality, you shouldn't get it IMO. You can't really get decent quality for a cheap mic. It's like saying "Hey, I want the quality of a $200 Mic, but for $30". It doesn't work like that. I've got a Blue Yeti, cost me ~$260 AUD, and I'll never need another one, at least not for ages. If you're serious about recording, you'll also need accessories like a stand, a popfilter, and a shock mount, and even those aren't very cheap.
And then that's just the mic! If you REALLY are serious about getting a high quality sounding recording, you also have to have the right room and area to be able to record. Have to cut out all background noise and learn how to make your voice sound just right.
There's a lot more to it than just buying a mic.

You do need a way to set it up though
honestly the best cheap mic you could get is a rockband mic, I know you wouldn't think that they work, but they actually do! I use one right now
when i recorded this I think i was using my rockband mic:

The Blue Snowflake is about 30-40 bucks depending on where you get it. Just a fair warning though; I would youtube some people actually using and testing the microphone so you can see how well it works. The program you use to record sound with also makes a difference. Audacity is free and has great quality.
Bump
Well, there is not going to be GREAT microphone's for recording. But, I would recommend Im not sure the brand/ model, but I did buy one from Walmart for 10 bucks, it had a usb plugin, and it worked fairly well. Hope you find one!
