Idea with "Welocme"

Everyday novices joins PMC and they start to work but how do they find out if they useful here not only by host some subject, I mean they useless to PMC community and I know how!
How about if Admin will send auto messege to new PMC member with words "Welcome to PMC. We really happy to meet you here, remember to read rules!"
and if the player's report was checked... wait hold on it's already here.
So anyway if auto messeges "Welcome" will be send to every novice it could be awesome.
So what do you think?

It's come up a few times that maybe we should send these "Welcome, please read the rules and enjoy the site" type messages, but I think the last time it was discussed we felt it would ultimately be too intrusive. Users already agree to our Terms of Use upon account creation and really should be reading the rules and Terms then anyway.

Due to that, I would think it should instead be tutorials/links to tutorials to how to use the site

If there isn't something to where a message is sent to new members explaining everything (How PMC works, rules, etc.), then there really should be.

It should be added; it exists on most Minecraft servers, doesn't it?
