My IPad keeps turning off and on.

Okay, my iPad is all off battery charge, 0% as I think.
I just plugged in the charger to the iPad and it keeps doing the apple logo and then turns off and it shows me that it still needs charging.
Help??

Cord is probably broke. I had this problem recently on a road trip, and it sucked.

The cord is fine, it doesn't say "charge because it isn't charging" icon. it says that it's charging. I don't know, i think the iPad is trying to turn on but it can't because of low battery...

Mine would occasionally show that it was charging, then as soon as it turned on, it would suddenly stop charging and shut off, and I didn't realize that was the problem until I got home and plugged it into my computer, which it then worked fine.
I still suspect the cord, the cord might be moving in and out of the "course" the cord needs to be in for it to charge. That happens all the time with my stuff; I have to tape it in a certain position for sound/power to go through it.

This actually happens to my iPhone. I'll be using it at like 80% then all of the sudden it turns off and resets its' self and turns back on.

My battery was drained, it wasn't at a time where I was just using it at 70% or something.

Your charger probably isn't charging it enough to keep it powered and have it on at the same time, it will still charge when it's not on.

It's not on, i can't go on homescreen really, it just has the charging red power thingy, and it keeps turning off and on, how do I turn it off completely when it has no percent of charge?

I'm not sure what you mean, if it's at 0% and the screen turns off, I would think the device turns off. Although you can try holding down the power button for a few seconds and see if it turns the device off. Although I've never had this problem so I'm not certain.
