Pixel Art Help!

I was wondering how to create pixel art for, say, a profile pic, without it being stretched and blurred. As you can see from my picture, that's exactly what happened. I have Paint.net, Gimp, and a 30-day trial on Photoshop
Any help is appreciated.

MS paint is really good for making stuff like
this

By "Pixel Art" I mean 50x50 pixels at most But thanks.

Use paint.net, go to the "image" tab, do "resize". In the menu that appears, where is says "resampling", select "nearest neighbor" and then change the dimensions as you see fit.

In paint.net pick pixelated, not smooth
