PvP help

Hey i have this problem where i cant seem to turn on pvp. im trying to turn pvp on in 2 out of my 3 worlds and right now none of the world has pvp enabled, ive checked the config of most of the plugins and enabling where ever i see pvp but still nothing. This is the list of plugins im using, maybe someone can figure out the problem.
Plugins: GroupManager, WorldEdit, iConomy, SurvivalGames, SpamGuard, Vault, MultiVerse-Core, LWC, MobDisguise, DeathtpPlus, WorldGuard, AutoAnnouncer, Essentials, EssentialsProtect, Towny, EssentialsSpawn, iZone, ChestShop, EssentialsChat, EcoCreature, ShowCaseStandalone.

I'm assuming you need to turn the PVP on globally in your server properties and then disable PVP in the worlds you don't want it through multiverse.

PvP is set to true in the server properties, i also have pvp enabled in towny and multiverse. At this point im just trying to turn pvp on at all, then i can worry about setting certain worlds to on/off.

Are you using a server manager e.g Clanforge

i am using a 3rd party hoster, im using Envioushost.
